How to file a motion for a phone hearing?

Hi! My uncle is supposed to be in court on Monday in Arizona (we live in Oklahoma) on a traffic violation. He was told that he could file a motion with the court to do the proceedings over the phone...but how do we accomplish this? Any help would be great!
