When I put in a dvd or cd it sounds like it is going in slow motion. How do i fix this problem?

When I want to watch a movie, I put the disk in and sounds like something is wrong with the drive. It makes the movie sound like it is in slow motion and it skips the movie all over the place. And also freezes the movie some with the cd disk.When I put in a dvd or cd it sounds like it is going in slow motion. How do i fix this problem?if it happens with all Cd's or DVD's then probably you will need to replace your CD/DVD drive. if not then there could be a problem in the CD/DVD or your computer OS which means you will need to re-install the OS.
