I'm editing pictures to put on a website. How come the motion doesn't stay?

I am making pictures smaller to put on a website. The pictures I like have glitter or motion in them. When I make them smaller the movement stops. How can I keep the movement or motion and still make the pictures smaller?I'm editing pictures to put on a website. Most of those sites have their own online tutorials you can use. GifWorks.com does quick work on resizing animations among the other tools available.
