Can I write a motion to dismiss for lack of a speedy trial?

I received a traffic ticket last August (New York State) which I pleaded not guilty to. My case is still awaiting a trial date.



Can I request a motion to dismiss the case for lack of a speedy trial? If so, how would I go about doing that and what should I write?

The first line of the Sixth Amendment states "In all criminal trials..." It would not apply to a traffic offense.
