I have seen this happen with Metro trains on the transit system. The driver if he/she wants to can stop for any late passenger. As long as the person wanting to ride is still within the proper distance, then the driver can make a complete stop to let the passenger enter. Its not so much about the bus stop as it is making sure that the passenger gets to his/her destination.
