Two of my requests are reserved by the Court. If I file a motion for leave to appeal, where should I file it?

I had a bout 10 requests. The Court ruled on 8 of the requests. But, two requests are RESERVED. I want to appeal the Court Order. But, I think I need to file a motion for leave to appeal first because of the two unruled requests. Am I correct?
