I'm not talking about .GIF files here either, I've seen the History Channel take photos and make them come alive, For example:
You have a picture of two people in the foreground of a picture, and in the background there is a city street and some buildings. The History Channel seems to make the subjects in the foreground move either laterally to the background or zoom closer to the viewer while the background zooms away from the viewer.
Essentially adding depth and motion to an otherwise still image.

The foreground is not attached to the background. The people in the photograph could be from two different photos but they do not look out of character to the point they don't belong. This allows for the image to be magnified, moved, or even a drop shadow given to add depth.
In Snow White and the Seven Dwarfs, Disney used the multiplane photography to achieve his effect of depth.

With the digital software of today, we can achieve those same effects without as elaborate setup. In photoshop, you would be using a different layer for each plane that you wanted to acheive depth on.How do you add depth and motion to a still image?Sounds like they separate the picture and zoom in on the subject more than the background. Most likely done in some fancy video editing software.
